From Dream to Distress — A Decade-Long Struggle for Justice Park Regency Welfare Society (PRWS) is a registered, non-profit collective of homebuyers who united to fight for justice after being misled, delayed, and financially exploited in the name of a dream project — Park Regency, once marketed as Rajasthan’s First Sports City.
Launched in 2011 by Adarsh Build Estate Ltd (ABL) in partnership with Madhu Choradia, the project promised 924 premium sports-lifestyle flats with top-tier amenities like a tennis court, squash court, cricket ground, golf zones, yoga center, clubhouse, and more — a fully approved sports city with 7 towers (A–G) in Kamla Nehru Nagar, Jaipur.

What We Were Promised
Buyers — many of whom were middle-class families, senior citizens, and salaried individuals — invested their life savings into this project. With an agreement promising possession by 2016, buyers booked early, encouraged by colorful brochures, detailed layouts, and RERA & bank approvals. Over ₹140+ crore was collected from more than 600 buyers.

What Actually Happened
Behind the scenes, however, conflict brewed between the landowner and the developer. Despite collecting payments and executing tri-party agreements, construction slowed down. In 2017, the developers quietly changed the project plan while applying to RERA:
– Flats reduced from 924 to 600
– Sports amenities removed
– Clubhouse eliminated
– Project name changed to “Park Regency Luxury Apartments”
These changes were made without the knowledge or consent of homebuyers, completely shifting the project’s identity and breaking its USP.
By 2018, buyers began receiving notices of internal disputes between ABL and the Choradia Group. In 2019, the project was seized by the Enforcement Directorate (ED) based on misleading statements, freezing progress indefinitely. Despite court petitions, legal filings, and years of follow-up, buyers were left with no homes, no refunds, and no accountability.


In 2019, buyers formed the Park Regency Welfare Society (PRWS) to represent their collective voice, protect their legal rights, and hold the responsible parties accountable — including ABL, Madhu Choradia, Vinay Choradia, and others involved. Many of our members continue to pay EMIs for flats they never received. Others have lost their jobs, peace of mind, or even their lives during this painful wait.


  • To secure justice, compensation, or possession for every affected homebuyer
  • To push for criminal and legal accountability of those responsible for the fraud and misrepresentation
  • To demand transparency from ED, RERA, and government authorities
  • To stand united against silence, threats, and denial of responsibility

We are not just fighting for walls and roofs — we are fighting for truth, justice, and the right to live in the homes we were promised and paid for. Park Regency Welfare Society is not merely a group of victims; we are a movement of courage, resilience, and unity. We speak for more than 600 families whose lives have been put on indefinite hold.

Our earnest appeal to the Enforcement Directorate is this:
Please bring this matter to a resolution.
We urge the ED to allow the rightful ownership of properties to be crystallised for genuine buyers who have done no wrong. We are not parties to any alleged financial crime — we are citizens seeking a home, not suspects to be punished by delay.

Every day of inaction deepens our distress.
We ask for compassion, clarity, and decisive steps to end this long-standing deadlock — so that we may finally reclaim our homes, our dignity, and our future.
